How do you change a Birth certificate error?

Ok, the question is actually a little more complicated... the birth certificate is of one of my students. He is an African refugee from Ethiopia. When he and his sisters came to the country, the birth dates issued on their birth certificates were all January 1st of the year they were born. Thus, January 1 of 1989, 1990, and 1991 for the three siblings. My student was actually born on December something of 1989. This is significant at this point of his life because since his birth certificate says he was born in January, it makes him ineligible to play High School athletics. If his birth certificate was correct and listed his birth date in December, he is rightfully eligible. His social security number, being a non permanent citizen of some sort (its in the 9's) until after 5 years, may somehow impact the answer - not sure.



Please let me know any possible leads, answers, resources, etc. that I can use because it isnt right that he cannot play sports his senior year in high school.
How do you change a Birth certificate error?
Any time there is a birth certificate error, you must ask the agency that issued the certificate what exactly they require to fix the error. In many cases, it requires a court order, and if they were born in another country, that country may only recognize an order from a court of its own.



This question is probably best posed to an attorney familiar with immigration laws, or an attorney familiar with international adoptions. They are more likely than most people to have dealt with this kind of issue before.
