What potential reasons would one have to need a new social security number (USA only)?

Someone I know was born in a state in which they should have a number starting with 0... The number does not match the state in which this person resided or was born. I believe there was a need to change this number, and they dodge the question when asked. NO IDENTITY THEFT HAS OCCURRED. It%26#039;s been their number for years, though Im unsure of how many exactly.|||Witness Protection.|||The first number is not where you were born, it is where you applied for the card.





SSNs issued in New England begin with zero.





The only time the SSA even considers giving someone a new number is if they have been the victim of identity theft; and only as a last resort after all other options have been exhausted.|||Maybe they have changed their name? Or perhaps they were adopted? im really not sure- possible witness protection act?
